<p align="center">Missouri Physical Therapists Continue Efforts to Establish New Rules Governing Health Insurance Providers’ Reimbursement and Co-Pays for Physical Therapy Services</p>
<p>&nbsp;</p>
<p><strong>EUREKA, Mo., May 7, 2012</strong> – The <a href="http://www.ptstl.com/about-us/">Sports and Physical Therapy Center</a> in Eureka, together with other private-practice physical therapy clinics in Missouri, is continuing in its efforts to raise public awareness and support for proposed legislation that would level the playing field for insurance reimbursements and co-pays for physical therapy services. The St. Louis County clinic heralds the recent actions of the Missouri House of Representatives and State Senate in relation to that cause.</p>
<p>&nbsp;</p>
<p>Bills introduced in the Missouri House and Senate aim to eliminate insurance providers’ current practice of negotiating more favorable contracts with hospital-run physical therapy clinics than with owner-operated clinics. According to EqualPay4EqualServices.com, the bargaining power of large hospital systems gives them greater leverage with insurance providers and results in a lack of consideration for the needs of small, private-practice clinics.</p>
<p>&nbsp;</p>
<p>Health insurance companies reimburse large, hospital-run clinics more than private-practice clinics for the same services – while charging patients who choose private-practice physical therapy clinics higher co-pays. Because private-practice physical therapy clinics do not have the same bargaining power as hospital systems, many are increasingly struggling to maintain operations, resulting in business closures and fewer choices for patients.(1)</p>
<p>&nbsp;</p>
<p>Private-practice physical therapy clinic owners assert that these practices are discriminatory to small businesses, and that reimbursement and co-pays should be equal, regardless of where patients receive physical therapy treatment. They are working to gain support for their cause through patient education and online resources such as the EqualPay4EqualServices.com website and petition.</p>
<p>&nbsp;</p>
<p>In the Missouri House of Representatives, two proposed bills demonstrate support for independent physical therapy clinics. Representative Donna Lichtenegger sponsored Missouri House Bill (HB) 1355, the Equal Pay for Equal Services Bill. The bill will require health insurance providers to provide equal reimbursement and co-pays to physical therapists providing the same services, regardless of the setting or venue in which services are provided. Representative Dwight Scharnhorst sponsored HB 1134, the Fair Co-Pay Bill, which prohibits health insurance providers from imposing a greater co-payment, co-insurance or deductible for physical therapy services provided by a licensed physical therapist than for services provided by a physician or osteopath.</p>
<p>&nbsp;</p>
<p>Identical legislation has been proposed in the Missouri State Senate, where Senator Kurt Schaefer sponsored Missouri Senate Bill (SB) 644, and Senator Eric Schmitt sponsored SB 687.</p>
<p>&nbsp;</p>
<p>The House and Senate took action on the bills during the current legislative session. On April 18, HB 1355 was voted “do pass” in an Executive Session of the Professional Registration and Licensing Committee, while HB 1134 was passed on April 12 by a majority vote of the full House.(2) Both SB 644 and SB 687 had recent committee hearings by the Small Business, Insurance and Industry Committee.(3)</p>
<p>&nbsp;</p>
<p>“<a href="http://www.ptstl.com/blog/general/equal-pay-for-equal-services/">Private-practice physical therapy clinics</a> will continue to advocate for change until fair pay legislation becomes law. The current disparity affects not only our reimbursement rates, but also our patients’ co-pays,” said Sean Quinn, owner of The Sports and Physical Therapy Center in Eureka, Missouri. “We are urging our representatives to recognize that the quality of treatment provided by private clinics and hospital-run clinics is exactly the same. Therefore, there should be no difference in reimbursement, which is currently dictated by the bargaining power of large hospital systems.”</p>
<p>&nbsp;</p>
<p>According to Quinn, the present system’s disparity prevents private clinics from receiving sufficient reimbursement from health insurance companies, while encouraging patients to choose large, hospital-run clinics. Many private clinics have been forced to close, resulting in fewer treatment choices for patients – which Quinn feels could affect their quality of care. “Patients should have a choice in their treatment. Whether a private-practice clinic is closer to their home or work, has the expertise the patient needs for his or her condition, or is a better environment for the patient – these options matter, and should remain open to all patients, without the burden of higher co-pays,” he asserted.</p>

<p>Quinn is grateful that patients recognize the value of his team’s <a href="http://www.ptstl.com/services/">physical therapy services</a> and continue to choose the Sports and Physical Therapy Center for their treatment, but notes that many other clinics were unable to continue on minimal reimbursements and are no longer in business. He says the result is less competition, and fewer incentives to provide quality physical therapy services. “It’s in our patients’ best interest for private-practice physical therapy clinics to not only survive, but to be sustainable as financially sound, high-quality businesses. In order to manage our operations, recruit quality physical therapists, and help our patients reach their goals, we need equal reimbursement and fair co-pays.”</p>

<p align="center">Patient Results at Missouri Physical Therapy Clinic Shed Light on Correlation Between Foot Health and Overall Wellness</p>

<p><strong>EUREKA, Mo., April 11, 2012</strong> – In recognition of National Foot Health Awareness Month this April, the Sports and Physical Therapy Center of Eureka, Missouri, is educating patients and the public on the benefits of proper foot care to overall health. The clinic’s physical therapists documented several case studies in which patients reported bodily pain that was caused by foot, ankle and gait dysfunction, and have prepared a list of top tips for anyone experiencing similar symptoms.</p>
<p>&nbsp;</p>
<p>According to Sean Quinn, licensed <a href="../../">Missouri physical therapist</a> and owner of the Sports and Physical Therapy Center, he and his team see gait dysfunction cases every day that cause numerous problems for patients. “Many individuals suffer with back and knee pain, flat foot, or tendinitis,” said Quinn. “It’s imperative they receive a proper evaluation to reveal and address the underlying cause of their pain. In many cases, foot, ankle and gait dysfunction is directly related to their symptoms. Physical therapy programs designed to correct these problems offer significant relief from pain, and can improve patients’ long-term health.”</p>
<p>&nbsp;</p>
<p>Quinn explained that patients may not realize the cause of their hip problems, low back pain, knee ligament tears, and knee problems may actually be foot dysfunction, such as flat feet, high arches, or fallen arches. He notes that many cases of foot and gait dysfunction can be improved through strengthening exercises, stretching, and manual therapy. To illustrate, Quinn shared three case studies in which Sports and Physical Therapy Center patients found relief through physical therapy:</p>
<p>&nbsp;</p>
<ul>
<li>A teacher came to the clinic with sharp left-lateral knee pain. Each step was extremely painful, and his knee felt unstable. After a thorough examination, his therapist determined that he had a very dominant right leg, weak left leg, and poor gait mechanics. Through his physical therapy treatment plan, he learned to push off through his toes when walking and eliminate his shuffling gait. He also performed exercises to improve his strength and flexibility. Today, he is able to teach all day without pain.”</li>
</ul>
<p>&nbsp;</p>
<ul>
<li>For another patient, a difference in strength between the right and left leg led to a decreased ability to lift her toes when walking. As her body compensated for the strength difference, she developed irritation in her hip, which led to hip bursitis and severe pain when standing or walking. The therapist was able to help correct her awkward gait, increase her left leg strength and flexibility, and resolve her pain through <a href="../../services/">physical therapy treatment</a>.</li>
</ul>
<p>&nbsp;</p>
<ul>
<li>A retail clerk sought out Quinn’s team for treatment of his back and knee pain. This patient had flat foot as well as a number of gait deviations, due to decreased mobility in his ankles, poor core stabilization and weak foot musculature. After undergoing a physical therapy treatment plan of manual mobilization, foot strengthening, and gait and balance training, he is again able to work on his feet for eight hours, pain-free.</li>
</ul>
<p>&nbsp;</p>
<p>“A review of the results achieved by patients at our <a href="../../">physical therapy clinic</a> makes it clear that improper gait mechanics and foot problems can affect the entire body, causing pain and discomfort,” Quinn concluded. “But the good news is that many of these problems can be alleviated through physical therapy treatment. Our therapists can help patients avoid unnecessary pain and return to their normal activities, as well as their favorite sports and hobbies.”</p>

<li>To alleviate tightness in the ankle, which can place additional stress and pressure on the knee, perform ankle stretches throughout the day. These can be as simple as making circles with each foot, whether you’re lying down, sitting at your desk, or standing.</li>

<li>Choose the right footwear to properly support your feet and ankles. Try to avoid insufficient arch support, high heels, and tight straps that can lead to instability and even knee pain. Pointed toes may not allow enough room for your toes to stretch out, causing nerve pain and other problems.</li>
</ol>
<p>&nbsp;</p>
<ol>
<li>Don’t ignore pain. It’s your body’s way of signaling a problem. Whether you have pain in your feet, knees, hips, back, or anywhere in the body, it’s important to find and treat the underlying cause.</li>

<li>Have your gait analyzed. A gait analysis can assess the way you walk, and highlight biomechanical abnormalities. Limited range of motion, muscular imbalance, or muscle tightness can lead to injuries, overcompensation, and pain.</li>

<li>If you’re diabetic, take extra care with your feet. Examine them each day for cuts, blisters, or swelling.</li>

<p align="center">Missouri Physical Therapy Clinic Invites Public to Learn How to Prevent Sports-Related Knee Injuries During Informational Session on April 11 in Eureka</p>

<p><strong>EUREKA, Mo., March 19, 2012</strong> – The Sports and Physical Therapy Center of Eureka, Missouri, invites St. Louis County residents to attend a free seminar addressing the prevention and treatment of sports-related knee injuries. This informational session will be co-hosted by Sean Quinn, Missouri licensed physical therapist and owner of the Sports and Physical Therapy Center, and Dr. Jason Young, orthopedic surgeon at Orthopedic Associates in St. Louis. Their presentation will review common knee injuries often seen among high school athletic teams, as well as preventative recommendations that will be of immediate help for student athletes.</p>
<p>&nbsp;</p>
<p>The knee injury seminar is open to the public. It will contain valuable information for coaches, as well as student athletes and their parents. The event will take place on Wednesday, April 11, 2012, at 3:30 p.m. and will be held at the <a href="../../">Sports and Physical Therapy Center</a>, 322 North Central Avenue in Eureka.</p>
<p>&nbsp;</p>
<p>According to a study published in <em>The American Journal of Sports Medicine</em>, knee injuries are a leading cause of sports-related surgeries among the seven million students participating in high school athletics annually. Nationally, high school athletes suffered more than 400,000 severe injuries from 2005 through 2007; and the knee proved to be the most common injury site. One in four severe injuries required surgery, and over half (53%) were knee surgeries.*</p>
<p>&nbsp;</p>
<p>“Our <a href="../../">physical therapy clinic</a> has treated many high school students with knee injuries. However, these types of injuries can often be prevented with proper body mechanics,” said Quinn. “For example, we’ve seen a number of patients with anterior cruciate ligament – or ACL – tears. This type of injury is common among football, soccer, and basketball players, and can result in costly surgeries and long recuperation periods that keep athletes on the sidelines. By presenting this free seminar for high school coaches and the local community, we aim to provide important information on how to prevent torn ACLs and other knee injuries. Our goal is to help student athletes avoid unnecessary pain and expense, and continue to reap the benefits of participating in sports.”</p>
<p>&nbsp;</p>
<p>Quinn noted that the ACL can tear when severe stress is placed on the knee, especially if it is twisted or hyper-extended. This can occur when athletes pivot, jump, stop suddenly, or rapidly change directions. He explains that it’s possible to stabilize the knee joint by strengthening the hip and leg– which can help athletes avoid ACL tears and other common knee injuries.</p>
<p>&nbsp;</p>
<p>Correct body mechanics is another way to prevent injuries, according to Quinn: “It’s important for athletes to learn proper movement and form, and to correct neuromuscular imbalances. We can recommend exercises designed to improve balance, reaction time, flexibility, muscle strength, and acceleration and deceleration techniques. These are all effective ways to reduce an athlete’s risk of knee injuries. At our physical therapy clinic, we also focus on improving an individual’s overall fitness and core strength as a way to prevent future injury.”</p>

<p><em>Study Reveals Self-Referred Physical Therapy Patients Had Lower Costs and Fewer Visits, Demonstrating Advantages of Direct Access to Physical Therapy</em></p>

<p><strong>EUREKA, Mo., February 20, 2012</strong> – As Missouri physical therapists continue to lobby for direct access to physical therapy treatment, the Sports and Physical Therapy Center of Eureka reports that new study findings provide evidence in support of their cause. Researchers found that patients with direct access to physical therapy treatment experienced fewer physical therapy visits and lower costs than those referred by a physician. Specifically, the number of physical therapy visits for self-referred patients was 86% of the total logged by physician-referred patients; while the allowable amounts for the self-referred group versus the physician-referred group were 87 cents for every dollar.*</p>
<p>&nbsp;</p>
<p>Under existing Missouri state laws, individuals must obtain a prescription from a physician to initiate <a href="../../services/">physical therapy treatment</a>. The Missouri Physical Therapy Association (MPTA), which represents the interests of physical therapists in Missouri, proposes an amendment to current state statutes that would permit direct access to physical therapy services. The research findings cited by the Sports and Physical Therapy Center validate the MPTA’s position and support the organization’s call for legislative changes.</p>

<p>“This study highlights two significant benefits of giving patients direct access to physical therapy,” said Sean Quinn, owner of the Sports and Physical Therapy Center. “Lower costs and fewer physical therapy visits provide a compelling argument in favor of direct access. In addition, if patients have the option to seek direct physical therapy care, they can get started on a treatment plan sooner and see results faster.”</p>

<p>While Quinn acknowledges that physicians and physical therapists should work together as a team to ensure optimal patient care, he notes that there are problems inherent with the present system: “In cases where patients feel their condition would benefit from physical therapy, Missouri’s current law can cause frustrating delays in treatment. Many doctors have busy schedules, so it may take a while for patients to secure an appointment, undergo an evaluation, and obtain a prescription for physical therapy. Some patients may hesitate to seek a prescription in the first place if it means missing time from work. These obstacles can hinder necessary treatment or lead patients to forgo it entirely. As a result, they may experience decreased functional outcomes and may be at risk for further injury.”</p>

<p>Direct access would enable patients to schedule physical therapy treatment without first seeking a doctor’s prescription; potentially saving both time and money. “With earlier intervention, patients can get faster relief from painful conditions and return to work sooner. They may also incur fewer out-of-pocket expenses. <p> Health Insurance Companies set up financial contracts with all healthcare providers in order to establish operating and reimbursement standards. These contracts are solely based on the bargaining power of the healthcare provider and the needs of the insurance company. These contracts have no relation to the quality of service provided by the hospital or clinic.</p>
<p>Over the last 20 years, large hospital systems have been given more favorable contracts than private practice clinics, especially in the field of physical therapy. Based purely on the size of the organization, insurance companies would be more willing to listen to the needs of the healthcare provider. More often than not, the needs of large hospital systems were taken into consideration because of the number of providers and services the system provided.</p>
<p>Conversely, the needs of private practice clinics and their owners are rarely taken into consideration when contracting reimbursement rates and patient co-pays. Without the benefit of having hundreds of providers and a multitude of services, private practice clinic owners are unable to negotiate for the basic needs just to maintain operations. Requests for reviews and appeals to the insurance companies routinely fall on deaf ears. Health Insurance companies are impeding Fair Trade Competition by deliberately paying large hospital systems more than private practice clinics for the same services.</p>
<p align="center"><span style="color: #000080;">Thus, we are taking our fight to the state legislature.  We are fighting for fair pay.  The insurance industry routinely discriminates against small businesses by paying hospitals as much as 100% more than they reimburse for the same services we provide.  I’m asking that you please contact your state representative and respectfully request their support by co-sponsoring bill HB 1355 and state senator for SB 644.</span></p>
